This is an exciting time to join the Essex ICB IT team. Digital and IT are a key pillar of the NHS plan and this role will help shape a the clinical system optimisation and training across Essex. You will supporting the ICB and the GP sites, helping them get the most out of their clinical systems.
This is a great opportunity for you to develop a innovate clinical system training platform and assist practices and ICB staff with clinical system training and support (predominantly SystmOne, but there is some EMIS). You will be supporting practices through clinical system mergers and migrations and will be on hand to offer subject matter expertise. This role will be key in helping the practices deliver excellent care for their patients.
Main duties of the job
You will:
Be passionate about primary care and digital tools
Be an expert in the use of primary care clinical system tools, namely SystmOne, EMIS and Medicus
Be able to plan, manage and provide onsite support for clinical system migrations
Work with practices providing clinical system expertise and training during clinical system mergers, practice closures or when new practices are opened
Be a confident clinical systems training provider, delivering face to face and virtual training to ICB and general practice staff
Be comfortable working with staff at all levels and GPs and practice staff
Develop a new, innovative clinical system training platform, making it easy use and keeping up to date with all the updates and changes being made to the systems
Have a general understanding of the associated clinical systems that may be linked into the general practice clinical system, such as pathology platforms
Be on-hand to deal with day to day problems the ICB and practice staff might be experiencing with their system, helping them to troubleshoot
Be familiar with and provide support for the electronic referral service (eRS)
Be a proactive individual who is always looking to improve the services we provide and spot problems on the horizon before they become an issue.
Job description
ROLE PURPOSE / SUMMARY
The Essex Integrated Care Board (ICB) is a new organisation formed through the consolidation of three ICB areas in response to the NHSs ambition to deliver a more streamlined, strategic and cost-effective model of health commissioning. The ICB will oversee the commissioning of care for the approximately 2 million people who live in Essex. Operating within a reduced running cost envelope and aligned to the new requirements of ICBs in England, the ICB will focus on improving population health outcomes, health equity and smarter resource allocation.
This role is a specialist role that requires an expert understanding of clinical systems, predominantly GP systems such as SystmOne, EMIS and Medicus. The post holder will be expected to provide subject matter expertise, advice and guidance to the ICB, General Practice and local partners. They will provide oversight and project support for clinical system migrations, mergers, practice closures and the implementation of new clinical system units. Additionally, the post holder will be expected to develop and manage a virtual clinical system training hub, like a knowledge base. The post holder will be expected to deliver specialist clinical system training to the ICB, General Practice and local partners either online or in person as required. Along with this the post holder will need to provide support for the Electronic Referral Service (eRS).
As the ICB transitions to become a leaner, more focused strategic commissioning organisation the post holder will be expected to support the ICB in delivering on the three fundamental shifts set out in the NHS 10-year plan:
- From Treatment to Prevention: Embedding preventative, personalised and population based approaches to commissioning.
- From Hospital to Community: Championing care model redesign that supports community and neighbourhood health.
- From Analogue to Digital: Enabling clinically driven transformation through digital innovation, data analytics and evidence based improvement.
KEY DUTIES AND RESPONSIBILITIES
To deliver on the job description set out above, the job holder will be expected to deliver on the requirements set out below:
Policy and service development
- Implement policy and / or service developments related to clinical systems, drawing on requirements from NHS strategies, including the ICB strategy and the 10 Year Health Plan
- Ensure compliance with relevant ICB policies
- Use research, innovation and audits to inform service improvements or performance management
Strategy and analysis
- Analysis of complex qualitative and quantitative data relating to primary care and clinical systems
- Turns analysis into useful insights and reports that can be used to inform decision making and delivery
- Present complex data, information and insights, including qualitative and quantitative data, through clear and simple written and verbal briefings
- Use of data and insight to contribute to reporting, including performance management, financial and quality reporting against agreed contractual or project deliverables
- Use of Population Health Management methodologies and tools to inform projects and programmes that will improve outcomes for patients and sustainability of health services
Planning and organisation
- Develop and deliver project plans relating to clinical system migrations, mergers, practice closures and the implementation of new clinical system units, ensuring appropriate governance, risk management, escalations and reporting
- Managing competing priorities, prioritizing own and team resources to effectively deliver on short, medium and longer term priorities
- Ensure accurate reporting and records management
- Support delivery and monitoring of business plan for clinical system migrations, mergers, practice closures and the implementation of new clinical system units
- Provide expert knowledge of clinical systems, predominantly GP systems such as SystmOne, EMIS and Medicus.
- The post holder will be expected to provide subject matter expertise, advice and guidance to the ICB, General Practice and local partners.
- Provide oversight and project support for clinical system migrations, mergers, practice closures and the implementation of new clinical system units.
- Provide training, advice and guidance to General Practice during clinical system migrations.

Financial and resource management
- Supports delivery of budget for Clinical Systems including effective budget reporting as required
- Supports procurement of relevant system and services, providing subject matter expertise
Team management and capability building
- Support the wider IT team, including overseeing recruitment, onboarding, development and performance management of team members
- Able to influence in order to deliver effectively through those not directly line managing
- Supporting effective Information Asset Management for the team
Other
- Use initiative and work independently as needed to deliver on requirements of the role
- Primarily desk-based work that requires use of visual display units, focused concentration and frequent participation in on-line or in person meetings
- Able to use software required to develop report, including ability to deliver high quality documents through Microsoft suite (word, power point, excel, Teams, Outlook)
- Expert knowledge of GP clinical systems, including but not limited to SystmOne, EMIS and Medicus.

As the ICB continues to evolve, portfolios may be subject to change to reflect the needs of the organization, the health and care system and national policy direction. This may include adjustments to areas of responsibility or realignment of reporting structures.
