We are currently seeking a skilled and experienced manager to lead the temporary accommodation team at City of York Council.

This is a varied and interesting role which includes managing temporary accommodation for homeless people, 3 traveller sites, YorHome private letting service, homeless prevention team and the refugee resettlement team.  

Temporary accommodation

Temporary accommodation for people who are homeless through the statutory homeless route, including a hostel with 57 flats, dispersed accommodation and B&B.

Traveller sites

Three traveller sites owned and managed by CYC, as well as some support to roadside travellers. A significant program of improvement and developments on site is planned over the next 2 years to improve the amenity blocks and develop new pitches.

YorHome

A CYC run lettings agent which manages properties on behalf of private landlords in order to help us to house people on low income and refugees arriving through planned resettlement schemes.

Refugee resettlement scheme

Housing related support to refugees who are in the UK under a range of planned programs including ARP, UKRS, and homes for Ukraine.

We are looking for someone with:

• Extensive experience of managing people and teams.
• Strongly customer focussed approach and a commitment to helping customers thrive.
• Experience and understanding of the customer group and the wider challenges for services in providing housing related support.
• Ability to think creatively and problem solve.
• Detailed understanding of the relevant legislation including the Homeless Reduction Act 2017.
• Ability to think strategically and plan ahead for services in a fast paced working environment.
• Ability to manage budgets including accessing funding which becomes available under specific programs.
• A ‘whole system’ thinker who can understand how services fit together and work collaboratively with other internal and external partners.

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C1: Can express themselves fluently and spontaneously, almost effortlessly. Only a conceptually difficult subject can hinder a natural, smooth flow of language.

Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.

The duties of this post require the postholder to undertake a basic Criminal Record check (unspent convictions only) via the Disclosure and Barring Service.
