The Global School of Sustainability has established a new Centre for Economic Transition Expertise (CETEx), focused on leveraging, strengthening and amplifying research, and developing well targeted policy analysis and other outputs, by convening policymakers, and by providing technical support, assistance and capacity-building. This new centre will support the reforms necessary to deliver sustainable, inclusive and resilient economies and financial systems around the world.

CETEx is seeking to appoint a Distinguished Policy Fellow (Director) to lead programmes with respect to private capital mobilisation (PCM), economic and fiscal policies in emerging markets and development economies (EMDE), with a geographic focus on China and Latin America, and related capacity-building programmes, as well as multilateral engagements with respect to PCM, fiscal and debt sustainability in EMDEs. The post-holder will lead CETEx’s work on mobilising private capital for climate transition across advanced and emerging economies, driving innovative approaches to blended finance, development banking, investment structures, credit methodologies, and international policy frameworks that accelerate capital flows for net zero. The role will also oversee CETEx’s economic and fiscal policy programmes in emerging markets, aligning fiscal policy, investment, and catalytic capital to support sustainable economic transition.

Candidates will have a Master’s degree in economics, finance, public policy, development studies, or a closely related field, with substantive senior‑level professional experience gained in government, international organisations, development finance institutions, or global finance. The post-holder will hold demonstrated track record of developing and delivering policy in a national or sub-national government or international organisation in one or more of the following areas: blended finance/private capital mobilisation, fiscal policy, or international development. Furthermore, candidates should have a solid track record of producing or overseeing the production of outstanding, research‑based, policy-relevant outputs that have demonstrably influenced public debate and decision-making at senior levels, and extensive experience overseeing the conduct of complex analytical and policy work—including global stocktakes, assessments of international initiatives, and analysis of structural barriers to mobilisation (e.g., prudential regulation, trade/subsidy policy, investment structures).
