Are you an influential clinical leader committed to improving quality, safety and outcomes for children, young people, families and communities?

We are seeking a Quality Senior Clinical Lead to provide strategic and operational leadership across Children and Young People, Maternity and Out of Hospital Care. You will shape system-wide quality improvement, working with providers, local authorities, NHS England, regulators and partners to deliver safer, more effective and equitable care.

As a senior Quality Team member, you will lead quality and safety across designated pathways, maintain robust assurance of commissioned services, identify emerging risks and drive continuous improvement. You will provide expert clinical advice, use insight and evidence to influence decisions, and support collaborative action across the system.

You will be an experienced senior clinician with:

• Current registration as a Nurse, Mental Health Nurse or Allied Health Professional.
• A masters qualification or equivalent senior experience.
• Significant experience leading healthcare quality, safety and improvement programmes.
• Strong knowledge of NHS policy, regulation, commissioning and quality governance.
• Experience influencing senior stakeholders and working across organisations.
• Excellent analytical, communication and relationship-building skills.
• A commitment to reducing health inequalities and improving local outcomes.

Main duties of the job

The postholder will:

• Provide operational leadership, clinical expertise and management support, ensuring robust systems monitor and review the quality and safety of ICB-commissioned services.
• Lead quality and safety across designated pathways and workstreams, collaborating with healthcare providers, local authorities and regulators. Take action when required and ensure mitigation plans improve patient safety, outcomes and experience.
• Support the Head of Quality in assuring strategically commissioned services meet statutory, regulatory and NHS contractual requirements and deliver safe, effective, coordinated care.
• Oversee services commissioned through third parties, ensuring quality frameworks, service specifications, monitoring and reviews are applied effectively, including joint commissioning with partners where appropriate.
• Work closely with the newly clustered LMNS to oversee and improve maternity services across the cluster.
• Facilitate and support improvement strategies for out-of-hospital care and prevention.
• Work with system partners to deliver projects and initiatives that continuously improve quality of care.
• Support the Head of Quality and CCQO/CNO to implement, monitor and review the ICB Quality Strategy, identifying continuous improvement opportunities and maintaining high standards for patients, service users and carers.
• Plan and lead system-wide initiatives in response to national and local opportunities to improve care quality.

Job description

You will be accountable for:

• Provide operational leadership, clinical expertise and management support to ensure that there are robust and effective systems and processes in place for monitoring and reviewing the quality and safety of commissioned services across the ICB
• Provide senior clinical leadership and oversight of the quality and safety agenda across a designated care pathway / workstream leading collaborative working across all sectors of healthcare providers, Local Authority and independent regulators, taking action when needed and ensuring that where mitigation plans are necessary these are implemented delivering the required improvements in patient safety, outcomes and experience.
• Support Head of Quality in the oversight and assurance of strategically commissioned services to ensure safe, efficient, effective and high quality professional and well-co-ordinated services capable of meeting all statutory, regulatory and NHS contractual requirements
• Overseeing services commissioned via third parties associated with the quality framework ensuring appropriate service specifications and monitoring and review arrangements are actively applied and where necessary collaboratively commissioned with partners to enable maximum effectiveness
• Using multiple information sources to identify any quality issues or risks in terms of patient care and safety with providers, taking action when required and agreeing corrective actions through constructive dialogue with system partners.
• Using all available data and best practice evidence, to ensure that the ICS implements the best available approaches to improve quality and safety, working collaboratively with providers and partner agencies to ensure that solutions are robust and system-wide.
• Be a champion for quality, ensuring it remains a core focus within the ICS and across the whole health care system.
• Act at all times as an advocate for clients, and their carers, and report practices/concerns that may affect clients physical, emotional and mental wellbeing in accordance with line local and national performance best-practice, safeguarding policy and procedures, and harm free care.
• Provide professional leadership in terms of advice and support to the quality team; health providers and contracting/ finance colleagues, in respect to commissioned healthcare services.
• As senior care programme lead, work with system partners responsible for the delivery of projects and initiatives to continuously drive forward quality improvements in care.
• Take project lead responsibility across a specific care programme areas within the Quality Strategy including contributing to the ICB priorities, agreeing actions with providers and reporting progress.
• Establish local networks and effective working relationships with key healthcare providers and neighbouring ICSs across the health economy and build knowledge around the range and quality of services being provided.
• Ensure that any all Quality and Safety incidents and risks are fully investigated, in accordance with the ICB contractual requirements and national framework, working closely with key system partners to ensure high quality & safe services across the system.
• Ensure that assurance is gained from providers, including actions and learning is identified, shared across the system and embedded by providers.
• Provide clinical quality assurance and improvement in terms of compliance and monitor risk, working across the wider health and social care footprint to assure high quality & safe patient services
• Lead and support the organisation of any announced or unannounced visits and themed reviews, ensuring these are in accordance with ICB policy, feeding back and agreeing actions for improvement to ensure high quality and safe provision of services.
• Lead the collaborative development and implementation of local and national quality metrics across the ICS, reviewing performance and monitoring actions and escalate improvement action associated with quality and safety concerns.
• Support and deputise the Chair for clinical quality review group meetings and other relevant forums, ensuring they are effective, contributing to the overall assurance of delivery of high-quality care providers in accordance with contract requirements.
• Supporting the Head of Quality, CCQO/CNO in the implementation, monitoring and review of the ICBs Quality Strategy, identifying areas for continuous quality improvement to maintain high standards of care quality for patients and service users and their carers.
• Planning and leading improvement initiatives with partners throughout the health care system in response to national and local improvement opportunities that support and enable care quality
