PayRate: £53,000 - £57,000 WTE
Hours: Up to 30 hours per week

The role of the PCN Network Manager is to support the delivery of our various Quality Improvement Clinical Projects by leading on one or more specific projects.
Main duties of the job
The post-holder/s will be key members of a core team that we are building to support PCN clinical developments, playing a pivotal role in PCN clinical development.
They will support the PCN CD and be involved in management and development of the clinical network, supporting new ways of working in partnership across the 6 member practices, both internally and with external partners.

Developmental Support
The PCN is keen to develop our own internal workforce and provide opportunities for individuals to undertake personal and career development.
Therefore, support and training will be available for the post holder/s to undertake relevant training to develop the necessary skills required as part of their role.
Operational Responsibilities
The PCN Network Manager is required to:
- Provide direct support to the Clinical Director, working with them to develop an operational plan to deliver on the specific project that they are allocated to;
- Lead on the implementation of the agreed plan;
- Deliver against agreed objectives, achieving quality outcomes;
- Co-ordinate between the 6 member practices regarding the project, providing updates and feedback, and appropriate communications and other resources;
- Plan and attend relevant meetings related to the project, including sending out invitations, managing room bookings and producing brief minutes and action plans;
- Plan, source, co-ordinate and implement any agreed training for staff in order to ensure project delivery;
- Be responsible for producing reports on quality and performance within the network, relevant to the specific project, for review by the PCN CD, Network Board and practices.
Communication and Relationships
The PCN Network Manager will be required to maintain constructive relationships with a broad range of internal and external stakeholders, and to be an effective communicator across a range of personnel.
This includes, but is not limited to:
- Engaging with relevant staff internally and within external stakeholders, including the developing Clinical Cabinet and Business Support Unit within the GP federation;
- Engaging with local patient groups and networks, as appropriate;
- Participating in relevant internal and external meetings;
- Working collaboratively across organisations, leading on initiatives and projects;
- Writing project plans, updates, briefings, newsletters, presentations and reports as required for project delivery;
- Be a first point of contact for their specific project within the PCN team;
- Represent the PCN in relevant external meetings;
- Communicating information and issues, including providing updates, briefings and reports both internally, to the Network Board and to relevant external stakeholders/groups.
Financial and Commercial Resources
The PCN Network Manager will be required to:
- Develop financial costings as applicable to the project area they are leading on;
- If necessary, assist in the writing of bids or Business Cases to external funding sources to apply for funding, with support from the PCN CD;
- Undertake analysis of data, such as current patient outcomes or current costings, as relevant to their project area, and provide projections for possible improvements;
- Liaise with the Practice Manager in our Lead Practice with regard to any financial transactions relating to the project that they are leading on, ensuring all claims from practices are submitted on time, and working with them to monitor expenditure and identify any significant deviations from agreed plans, and identifying and raising any financial risks to the PCN CD.

- Work as a flexible member of the PCN, providing support to other team members as and when necessary;
- Effectively manage their own time, workload and resources;
- Take accountability for their own actions, either directly or under supervision;
- Alert other team members and the PCN CD to issues of quality and risk;
- Take part in appraisal and feedback, and be prepared to engage in training as required, even if such training is only available outside normal practice hours and off site;
- Take responsibility for their own development, learning and performance and be prepared to demonstrate skills and activities to others who are undertaking similar work;
- Take an active role in the development of a culture for the PCN, of providing high quality services, embedding this culture in the wider network, and ensuring our values are reflected in the reputation of the PCN locally;
- Encourage other internal staff to collaborate through sharing information and working together, and by providing opportunities for others internally to enhance their skill set;
- Support the induction and training of new PCN staff;
- Be innovative and bring ideas for new initiatives to the PCN CD, from other local networks or national forums.
The post holder will need to comply with all relevant standards within the NHS and member practices, including but not limited to:
- Confidentiality, GDPR, information governance;
- Infection control, if relevant;
- Equality and Diversity;
- Health and Safety at Work;
- Supporting business continuity;
- Conflicts of interest;
- Relevant requirements and standards set by the CCG, CQC, NHSE and any other external bodies that apply to primary care.
Location
This role will require regular travel amongst the PCN member practices and business meeting locations within the locality, but an office base will be provided at Hurley and Riverside Practices.
Changes
This job description may be reviewed in the light of changing organisational and service needs. Any changes will be fully discussed with the post-holder.
The post-holder may also be required to carry out other work appropriate to the grade of the post.

Hurley and Riverside Practices are responsible for providing payroll, financial and HR support to the PCN as required. It will be an important part of the manager's role to liaise with these departments.
