We have an exciting opportunity for a Technology Programme Manager to join our supportive and collaborative team at Wokingham Borough Council on a full-time, 12-month fixed-term contract. We welcome applicants from all backgrounds and value the different perspectives and experiences they bring.

In this role, you will lead a varied programme of change that helps council services work better for residents, colleagues and communities. You will bring people together, maintain momentum and make sure agreed outcomes are delivered.

You will work closely with colleagues and partners to shape plans, resolve challenges and turn ideas into practical, sustainable improvements. Your focus will be on clear priorities, meaningful benefits and positive experiences for the people affected by change.

You may have gained your experience in local government, another public service, the private or voluntary sector, or through a related change or delivery role. We are looking for someone who can lead a substantial programme, build trusted relationships and support continuous improvement within a clear governance framework. We recognise that people balance work with different responsibilities. Although this is a full-time role, we are open to discussing flexible working patterns, including how the hours are arranged and agreed start and finish times, subject to service needs.

Key Responsibilities:

Lead the day-to-day delivery of programmes that improve services across the council.

Bring together colleagues from different services, helping teams agree priorities, coordinate activity and prepare well for change.

Keep senior leaders informed about progress, emerging risks and decisions needed, and help teams find practical ways forward.

Create an inclusive and supportive working environment, motivating and developing colleagues involved in projects and programmes, with line management responsibilities where required.

Contribute to service planning, performance, quality and financial management, ensuring the programme delivers lasting value.

Candidate Requirements:

Experience of leading a significant programme or a related portfolio of change, with a relevantqualification such as MSP—or equivalent practical experience.

A collaborative leadership style and the ability to build trusted relationships, communicateclearly and influence people at different levels.

The ability to organise complex work, make balanced decisions and help others navigate change.

An understanding of public services or transferable experience from another sector; direct localgovernment experience is helpful but not essential.

Confidence using everyday workplace tools to plan, communicate and report. Specialisttechnical expertise is not required.
