Job summary

The Senior Medicines Value and Access Pharmacist is a strategic leadership role within the Medicines Optimisation team at NHS Leicester, Leicestershire and Rutland (LLR) and NHS Northamptonshire ICBs. The post focuses on leading medicines value, efficiency and prescribing improvement programmes across the Integrated Care System (ICS).

The role combines clinical leadership, commissioning support, prescribing governance, financial management and analytics to ensure medicines are used safely, effectively and cost-efficiently. The post holder works closely with NHS England, providers, local authorities and system partners to reduce unwarranted variation, improve patient outcomes and maintain financial sustainability of medicines spending.

The post holder must be a Pharmacist currently registered with the General Pharmaceutical Council.

Main duties of the job

Lead system-wide medicines value, prescribing optimisation and efficiency programmes across the Integrated Care System (ICS), using prescribing intelligence, benchmarking and performance data to identify opportunities, reduce unwarranted variation and improve outcomes.

Provide senior clinical leadership for prescribing governance, supporting medicines efficiency programmes, incentive schemes and financial control. Contribute to sustainable management of medicines expenditure and long-term financial planning.

Drive evidence-based, cost-effective prescribing through formulary management, shared care arrangements and high-cost medicines processes. Ensure alignment with NICE guidance, national policy and ICB strategic priorities.

Provide expert advice on medicines-related Individual Funding Requests (IFRs) and support commissioning decisions for high-cost medicines, ensuring they are clinically appropriate and financially sustainable.

Work collaboratively with NHS England, providers, local authorities and system partners to support service transformation and medicines optimisation objectives.

Lead policy development and service improvement initiatives, manage budgets and information systems, and provide professional leadership, mentoring and support to colleagues to strengthen medicines optimisation and commissioning capability.

There is an expectation of 40% on patch working, with office bases at County Hall, Glenfield, Leicester and Haylock House, Kettering. Staff can choose which office is their primary base for contractual purposes and travel claims.

This role will require a minimum of 2 days 'on patch' working in Leicestershire, Northamptonshire and Rutland in our 2 main offices or partner sites
