Job summary

Cheltenham Central Primary Care Network (PCN) is seeking an experienced, motivated, and forward-thinking Business Manager to support the continued development and success of our network. This is an excellent opportunity to play a key leadership role within a collaborative and ambitious PCN that is committed to delivering high-quality healthcare services to local communities.

The successful candidate will work closely with the Clinical Directors, Finance Manager, member practices, and wider stakeholders to ensure the effective running of the network and delivery of its strategic priorities. This role offers the chance to influence service development, support innovation, and help shape the future of Primary Care across Cheltenham Central.

We are looking for someone with strong operational, financial, and leadership experience who can balance strategic thinking with practical implementation, ensuring the PCN continues to meet the needs of patients, practices, and partner organisations.

Main duties of the job

The Business Manager will have overall responsibility for supporting the strategic direction, financial management, and day-to-day operations of Cheltenham Central PCN.

Working alongside the Clinical Directors and member practices, the postholder will help coordinate network activities, oversee workforce development, manage budgets, and ensure compliance with national and local requirements. The role will also involve building strong partnerships across the health and care system to support integrated and patient-focused services.

This position requires a highly organised and adaptable individual with excellent communication skills and the ability to manage multiple priorities within a complex healthcare environment.

Job ResponsibilitiesStrategic Leadership and Development Support the Clinical Directors and member practices in developing and delivering the PCN's strategic objectives and business plans.

Identify opportunities to improve patient services, operational performance, and health outcomes.

Ensure the PCN successfully delivers national and local priorities, including Network Contract DES requirements.

Contribute to the ongoing growth and development of the network through innovation and partnership working.

Operational Management Oversee the delivery of PCN-funded services, programmes, and initiatives, including Enhanced Access and ARRS roles.

Coordinate network projects and ensure effective systems, processes, and governance arrangements are in place.

Foster strong communication and collaboration between member practices and partner organisations.

Monitor performance and support continuous improvement across all PCN operations.

Financial Management Lead the planning and management of PCN finances, including budget setting, monitoring, and financial reporting.

Ensure effective management of all funding streams, including DES and ARRS allocations.

Work closely with finance professionals and external advisers to maintain accurate records and compliance requirements.

Provide financial insight and recommendations to support informed decision-making.

Assist the Clinical Directors in providing financial understanding, accountability and transparency to all PCN Board members of the PCN accounts, to support informed decision making.

Workforce and People Management Coordinate recruitment, induction, and ongoing management of PCN-employed staff.

Support workforce planning to ensure services are appropriately resourced both now and in the future.

Encourage professional development and training opportunities across the workforce.

Promote a positive, inclusive, and supportive working culture.

Governance and Compliance Ensure compliance with NHS England, Integrated Care Board (ICB), and other regulatory requirements.

Maintain PCN policies, procedures, risk registers, and governance frameworks.

Coordinate audits, reporting processes, and performance submissions as required.

Provide regular updates and reports to the PCN Board and leadership team.

Stakeholder Engagement Develop and maintain effective relationships with GP practices, the ICB, community services, Secondary Care providers, local authorities, and voluntary sector partners.

Represent Cheltenham Central PCN at meetings, forums, and partnership events.

Support collaborative working initiatives that improve patient care and population health outcomes.

Organise and coordinate PCN meetings, including the preparation of agendas, minutes, and action logs.
