The Operations & Performance Data Manager is a pivotal analytical leadership role responsible for delivering performance intelligence, reporting, and business insights across FedBucks' urgent care, primary care, and community healthcare services.
The role involves analysing complex operational, workforce, clinical, and contractual data, developing Power BI dashboards, forecasting demand and capacity, monitoring KPIs, and supporting service improvement programmes. Working closely with operational and senior leaders, the post holder helps ensure services achieve performance targets, improve patient access, optimise workforce utilisation, and deliver high-quality care for over 550,000 patients across Buckinghamshire.

Main duties of the job
The Operations & Performance Data Manager will provide high-quality analytical, performance and business intelligence support across FedBucks' Integrated Urgent Care, Primary Care Services and Community Healthcare programmes.
The post holder will be responsible for the collection, analysis, interpretation and presentation of operational, workforce, clinical and contractual performance data to support effective decision-making, service improvement and organisational growth.
Working across a broad portfolio of services including NHS 111, Clinical Assessment Services (CAS), Out of Hours (OOH), Primary Care Services, Community Healthcare Wellness Workers (CHWW), and associated healthcare programmes, the role will develop meaningful insights that improve patient access, service delivery, workforce utilisation and contractual performance.
The post holder will work with multiple clinical and operational systems including EMIS, Adastra, eRS, Joy, OtpoLink and other organisational datasets to provide accurate reporting, forecasting, dashboard development and performance analysis.
The role will support operational leaders, managers and directors in understanding service demand, identifying opportunities for improvement and ensuring services deliver against contractual, quality and organisational objectives.
Job description
Performance Reporting & Analytics
Analyse performance across all Integrated Urgent Care Services, including NHS 111, CAS, OOH, UTC and associated healthcare pathways.
Monitor, validate and report on key operational, workforce and clinical performance indicators, including service demand, call handling performance, response times, clinical assessments, appointment utilisation, home visiting activity, workforce productivity, patient outcomes and service accessibility.
Produce daily, weekly, monthly and ad hoc performance reports.
Ensure reporting is accurate, timely and aligned to contractual and organisational requirements.
Investigate performance variances and identify opportunities for improvement.
Present findings and recommendations to operational and senior leadership teams.
Performance & Business Intelligence
Analyse and report on operational, workforce, activity and clinical performance across Integrated Urgent Care Services, Primary Care Services, Community Health & Wellbeing Worker programmes, and other commissioned healthcare services to support performance management, service improvement and contractual delivery.
Produce performance reports for operational, quality, contract management and Board meetings.
Develop meaningful KPIs and performance metrics across multiple healthcare services.
Support contract monitoring and reporting requirements for commissioners, NHS England, ICBs and other stakeholders.
Systems & Data Management
Extract, validate, analyse and interpret data from multiple clinical, operational and workforce systems to produce accurate reporting, performance insights and business intelligence that support service delivery and organisational decision-making.
Work closely with the Systems & Data Manager to improve data quality, reporting functionality and system integration.
Support data migration, validation and quality improvement activities.
Ensure consistency of reporting definitions and methodologies across services.
Dashboard Development & Data Visualisation
Develop and maintain interactive dashboards and reporting tools using Power BI, Excel, SQL and other analytical platforms.
Create scorecards and management information packs for operational meetings, quality committees, Board reports and commissioner reviews.
Support the automation of reporting processes to improve efficiency and data quality.
Ensure reporting outputs are user-friendly, accessible and focused on operational decision-making.
Demand, Capacity & Workforce Planning
Support demand and capacity modelling across urgent care services.
Analyse trends in activity, patient demand, workforce utilisation and service performance.
Produce forecasts to assist operational planning and resource management.
Support winter planning, resilience planning and business continuity arrangements through data analysis and modelling.
Work with operational managers to identify capacity constraints and workforce requirements.
Service Improvement & Operational Support
Identify service pressures, bottlenecks, inefficiencies and emerging risks.
Support continuous improvement initiatives through the provision of analytical insight and evidence-based recommendations.
Work collaboratively with operational and clinical leaders to evaluate service changes and improvement programmes.
Support benchmarking activities against internal, regional and national performance indicators.
Data Quality & Governance
Ensure data accuracy, integrity and consistency across reporting systems.
Support data validation processes and the investigation of data anomalies.
Maintain robust reporting standards and documentation.
Ensure compliance with data protection, information governance and NHS reporting requirements.
Contribute to data audits and quality assurance activities.
Continuous Improvement
Support the development of reporting frameworks and performance management systems.
Keep up to date with developments in data analytics, NHS reporting requirements and business intelligence tools.
Contribute to service improvement projects and transformation initiatives.
Undertake any other reasonable duties required to support service delivery.
General
Be an active member of the FedBucks Operations On-Call rota, providing senior operational advice and support for service incidents, capacity pressures, business continuity issues, and operational escalations as required.
Carry out other duties and responsibilities commensurate with the grade of the post, as required to support service delivery, operational priorities and the wider needs of the organisation
