We have a fantastic opportunity for the right candidate to join the Live Well Joint Commissioning Team as a Strategic Commissioner. This role works across Health and Social Care and is jointly funded by Oxfordshire County Council and NHS Thames Valley Integrated Care Board, and so is available to employees from both organisations.

Our Live Well team plays a leading role in shaping services for working aged people (18-64), including delivery of the supported living, physical disabilities, mental health services and implementation of a number of strategies which link into the wider system priorities, working across organisational boundaries to improve quality, sustainability, and population health outcomes.

Priority consideration will be given to employees of the Thames Valley Integrated Care Board (ICB) who are formally identified as ‘at risk’, provided they meet the minimum essential criteria for the role.

About the Role

As a Strategic Commissioner within Live Well, you will lead the development and commissioning of services that enable working age people to live well, remain independent and stay connected to their homes and communities for as long as possible. You will be responsible fully or partly for a number of key areas, such as autism, physical disabilities, supported living, learning disabilities, strategy implementation and other areas of work which have joint commissioning arrangements such as ADHD pathway. Jointly appointed across health and social care, you will act as a system convenor, bringing partners together to translate Live Well priorities into innovative, evidence-led and sustainable services that improve outcomes and address current and future need.

In this role, you will:

Use population insight, evidence and lived experience to identify need, reduce inequalities and define clear outcomes and performance measures aligned with Live Well and wider system priorities.

Develop and deliver commissioning strategies and plans through research, engagement and meaningful co-production with people who draw on support, carers and communities.

Lead market shaping, procurement, contract development and service transformation to secure high-quality, person-centred and financially sustainable provision.

Build effective partnerships across Adult Social Care, the NHS, providers, the voluntary and community sector and other stakeholders, using influence to drive strategic change across Oxfordshire.

Provide expert commissioning advice, options appraisals, business cases and analysis to support evidence-based decisions, effective use of resources and value for money.

Maintain strategic oversight of delivery, quality, risk and impact, ensuring commissioned services contribute demonstrably to Live Well outcomes.

This is a senior, highly collaborative role that connects strategy with delivery. It will help Live Well align priorities across the system, shape a responsive and resilient market, and ensure that commissioned services improve independence, wellbeing and outcomes for Oxfordshire residents.

About you

Our ideal candidate will be an experienced commissioner and strategic leader with a strong understanding of health, social care, and integrated working. You will be confident working across organisational boundaries and influencing at a senior level.

You will bring:

Strong analytical skills and the ability to use data and evidence to inform decisions

Experience of commissioning, service transformation, or system change

Experience of co-production and co-design, working with people with lived experiences

Excellent partnership, communication, and stakeholder management skills

The ability to use your initiative, develop innovative solutions and translate strategy into delivery

A commitment to improving outcomes and reducing inequalities for older people

Your office base may be subject to change as we are currently transitioning between temporary and permanent office locations due to the closure of County Hall. If this is applicable to you, you will be notified, but no reimbursement will apply in respect of travel.
