We are excited to be continuing to expand Coventry’s Statutory Assessment and Review Team (STAR), enabling us to further develop and strengthen the service we provide to families, schools, children and young people across our vibrant and diverse city. Our team works with children and young people with special educational needs and disabilities (SEND), their families and partner agencies to ensure they are listened to, understood and supported. We are responsible for a range of important statutory education functions within Coventry.

Our passion and commitment was recognised by Ofsted and the Care Quality Commission (CQC) during our last Local Area SEND inspection. Inspectors commended our “genuine passion and commitment to get things right for children and young people with SEND and their families”, our respect for the “lived experiences of children and young people with SEND and their parents”, and the “strong partnership between school settings and education service providers”.

What is the job role?

As a Specialist Education, Health and Care Plan Coordinator within the Statutory Assessment and Review Team, you will contribute to the effective delivery and performance of the Local Authority’s SEND statutory functions. This new role will provide dedicated oversight for children and young people with an Education, Health and Care Plan (EHCP) who are not on the roll of a school or college, including those receiving education otherwise than at school.

The role will include responsibility for:

Supporting families and education settings through the Education, Health and Care needs assessment and review processes, producing high-quality EHCPs for children and young people aged 0–25, in line with the Children and Families Act 2014 and the Equality Act 2010.

Arranging and coordinating annual reviews and transition reviews, ensuring that children, young people and families are central to discussions, planning and decision-making.

Coordinating bespoke education programmes for children and young people who require alternative educational arrangements, including undertaking quality assurance and monitoring visits.

Developing and implementing effective tracking and monitoring systems to ensure the Council meets its statutory responsibilities for this group of children and young people.

You will be well supported in this role, with opportunities to develop and progress. Every role within the team is critical to helping us provide a high-quality, cohesive and person-centred service for Coventry’s children, young people and families.

All candidates must have the Right to Work in the UK. We are currently not offering sponsorship for this role.

This post is exempted under the Rehabilitation of Offenders Act 1974 and as such appointment to this post will be conditional upon the receipt of a satisfactory response to a check of police records via Disclosure and Barring Service (DBS).

Who are we looking for?

We are looking to recruit a highly motivated, person-centred professional who can demonstrate experience of working inclusively with children and young people with additional needs and their families. You will have a good understanding of the SEND reforms, the Children and Families Act 2014, and the wider education landscape.

You will need to be resilient, organised and able to manage a caseload of vulnerable children and young people in Coventry, while maintaining a clear focus on their individual views, needs, aspirations and outcomes.

This is a key role within Coventry’s Statutory Assessment and Review Service. You will need to be highly literate, an excellent communicator and able to prioritise work in a busy environment. You will also need to work collaboratively and respectfully with a range of stakeholders, including families, children and young people, alternative provision, schools, colleges, health and social care partners.

Interview Process:

Shortlisted candidates will be invited to attend a first-stage Group Task on 28 September 2026. This exercise will provide an opportunity to demonstrate your communication, collaboration and problem-solving skills in a practical setting.

Candidates who are successful at this stage will then be invited to attend a panel interview on 8 October 2026, where they will have the opportunity to discuss their experience, skills and suitability for the role in more detail.
