Position: MoJ DOC – Crisis & Incident Management Lead

Location: National

Overview

The MoJ Departmental Operations Centre (DOC) manages business continuity, resilience, and emergency response work across the MoJ, providing support to agencies and ALBs/NDPBs, and working with the centre of government to fulfil departmental requirements.

The DOC is led by a Deputy Director and there are three distinct teams – the Corporate Business Continuity Team, the Corporate Resilience Team and an Exercising & Training Team.

Team Overview

This role sits in the Corporate Business Continuity Team, which implements HM Government’s and MoJ’s corporate policies and governance frameworks for business continuity. The team responds to emergency and crisis management situations, ensuring that plans are in place to maintain critical services. The team provides advice and assurance to minsters, the Permanent Secretary, Departmental Management Board, and senior officials. They set overall departmental policy, from which the constituent agencies and business units derive their own business continuity plans. The team supports the MoJ gold/silver/bronze emergency governance structure and the department’s 24/7 activation and alerting arrangements.

Job Description, Duties and Responsibilities

Purpose of role:

Provides leadership within the business continuity and resilience function, delivering a robust approach to crisis and incident management in line with the strategic and operational direction of the organisation.

Responsibilities will include the following:

Crisis & Incident Management

Leading corporate crisis management work across prisons, probation and courts teams; including review of strategy documentation; maintenance and training of a pool of ‘surge’ volunteers.

Coordination of the department’s crisis response system, working closely with functions in other teams. Including:

Supporting the department’s Gold and Silver Command secretariats during an incident, providing support and advice to Silver Command leaders.

Supporting the response to significant incidents by providing advice and subject matter expertise to ensure delivery includes robust and relevant business continuity considerations.

Maintaining guidance and framework materials and duty officer (24/7, 365) rotas.

Being MoJ point of contact and representative for the cross-government Crisis Management Excellence Programme (CMEP) including the implementation across all areas of the department.

Collating and analysing post incident reports across MoJ business areas, examining areas of repeated incidents, highlighting potential single points of failure, and ensuring that lessons are captured and implemented.

Undertake a senior role for any invocation of a full Departmental Operations Centre (DOC) Response.

Providing relevant management information and subject matter input for paper updates to the Business Continuity & Resilience Governance Board and Finance, Planning and Risk Committee as required.

Representing the department during any cross-government crisis response and supporting wider crisis response planning and reviews.

Potential for close work with the Cabinet Office COBR Unit in crisis scenarios, and supporting the development of the relationship with COBR Unit when not in crisis response.

Exercising and Training

Ensuring maintenance and testing of the department’s arrangements for crisis management.

Ensuring standards are consistent, conform to recognised professional and technical standards and are continuously improved to ensure recovery of key business areas in the event of disruption or a major incident.

Oversight of the production and delivery of a training and exercise programme for Corporate Gold and Silver responders (Second Permanent Secretary, Director Generals, Directors).

Bridges

Acting as the departmental deputy lead in Bridges preparation, exercising and response.

Assisting with maintenance of the corporate plan, ensuring that it is in line with the government and Royal Household plans.

Management

Management of an HEO, including appraisals and development.

Managing the throughput of work; monitoring performance against objectives and budgets; ensuring that priorities are met, and the business plan is reviewed to maintain baseline standards and ensure delivery of targets.

Respond to FOI requests, PQ's, minister’s cases, and similar correspondence as necessary.

Expectations of post holder in executing the role

Strong organisational skills are a critical element of this role, as is the ability to prioritise and manage a workload, analyse complex information, present recommendations and make effective decisions.

You must provide clear direction and focus, visibly championing the changes which deliver greater efficiencies.

You will support the Department’s 24/7 business continuity arrangements, which may lead to out of hours working during an incident. You may be required to take part in an on-call duty officer rota to respond to urgent issues outside of normal business hours. An allowance is payable, which covers call-out, response and overtime.

Infrequent national travel may be required.

The post holder must have or be willing to apply for National Security Clearance at SC level.

Skills and Experience

Essential:

Strong and demonstrable skills in working across teams and departments, bringing disparate groups together to achieve a common goal.

Ability to work with minimal direction and make risk-based decisions based on the evidence available to you at the time, but also has strong team ethics.

An understanding of risk, governance and assurance activities.

Evidence that you are organised and can run several areas of work concurrently and at pace, whilst maintaining your own wellbeing under pressure.

Experience identifying opportunities for improvement and implementing innovative ideas.

Highly Desirable:

Understanding of the strategic drivers for crisis management and able to align your activities to contribute to the wider organisational priorities.

Ability to encourage contributions and involvement from a broad and diverse range of staff by being visible and accessible; and play an active role in developing talent within the profession.

Experience of designing, developing and leading exercises and/or red-teaming in government; or at least significant experience in participating in a range of exercises.

Experience of working in government responses to critical challenges (for example working with a departmental operations centre or equivalent environment).

You should be able to analyse and interpret data and use it to make appropriate decisions.

Prior experience within a business continuity, crisis management and/or resilience role.

Qualifications & Membership

To have a Certificate of the Business Continuity Institute (CBCI), or Membership of the Business Continuity Institute (MBCI) or a willingness to work towards this.

To have undertaken Cabinet Office Crisis Management Excellence Programme (CMEP) modules one, two and three, or a willingness to undertake these as soon as possible after starting the role.
