Culture, Design & Talent
The Culture, Design and Talent team is instrumental in translating the Talent plan into deliverables - co-ordinating programmes, interventions and events to support the development of skills and practices, strengthen individual and organisational capability and support continuous improvement and growth across the MoJ family and its 80,000 members of staff.

The team’s remit will continue to evolve as the strategy matures and we build insight into the effectiveness of the interventions we bring together.
About the Role
The MoJ Social Mobility Talent Consultant Senior Executive Officer (SEO) will manage and monitor a varied portfolio of social mobility focused programmes which are directly aligned to the delivery of strategic priorities across the Civil Service. Social Mobility is a priority of the Government, fundamental to both the mission to “break down barriers to opportunity” and the Government’s wider commitment to “opportunity for all”.
Reporting to the MoJ Head of Social Mobility (G7), the Social Mobility SEO will take a lead role in ensuring that all programmes are delivered to the highest quality and to set timescales, standards and within allocated budget. The role will have line management responsibility for 2 x HEOs. No operational expertise is required.
Main Activities / Responsibilities
The job holder will be required to undertake the following duties and responsibilities:
Supporting the MoJ Head of Social Mobility with the development and implementation of the MoJ Social Mobility Strategy and the Cross Government Social Mobility Action plan
The leadership and management of a high performing team to deliver MoJ Social Mobility objectives
Liaising with stakeholders within MoJ and across the Civil Service to support the development, delivery and monitoring of targeted Social Mobility activities and interventions.
Managing the Social Mobility communications strategy to engage with and support internal and external partners, including development of guidance material and supporting documentation
Representing the department across government specifically by engaging with workforce groups, including government Social Mobility; Networks, Department and Profession contacts.
Developing and maintaining effective working relationships with stakeholders within and outside government.
Managing delivery and continuous development of key programmes aimed at delivering organisational change across the MoJ and wider government including the Cross Government Catapult mentoring programme
Engaging with and promoting social mobility interventions and activities across the MoJ and partner organisations.
Managing collection and reporting of data across departments to demonstrate measurable impacts.
Management of Resources
The role will work flexibly across the Talent and Social Mobility space and with partners across People & Capability and MoJ. The postholder will be expected to build strong working relationships, coordinate activity across teams and support consistent delivery of talent, development and engagement priorities.
The role will include line management responsibility, supporting colleagues to deliver high-quality work and develop capability in a positive and inclusive environment.
Essential Criteria
Involved in the development and delivery of robust and measurable Civil Service wide strategies and plans that deliver impact and positive transformational change.
Track record of building and maintaining lasting stakeholder relationships.
Experience of working on your own initiative, delivering through others and ensuring that senior leaders are kept informed of risks and issues.
Experience of working in a flexible, agile environment and ability to plan ahead to ensure that the portfolio is developed to meet changing operating requirements.
Skills: teamwork and collaboration; leadership, professionalism and strong work ethic
Excellent oral and written communication skills
High degree of autonomy
Desirable Criteria
Experience of planning, organising and utilising project methodology to deliver positive outcomes.
Proven track record in a social mobility development role either in the Civil Service or in a large private sector organisation.
Experience of navigating often complex political landscapes, recognising issues even when they may be under the surface, exposing and resolving tensions, and sharing best practice and learning.
