Job description

This is a rare opportunity to steward the long-term vision for one of the most complex public systems in government.

As part of the newly established CJS Strategy & Reform Directorate, the CJS Vision Team Leader will lead the stewardship of the Criminal Justice System Vision, ensuring it remains relevant, deliverable and aligned with Government priorities as the system evolves.

The directorate is in its early stages and both the team and its remit will continue to evolve as the function matures. This is an exciting opportunity for someone who thrives in ambiguity, enjoys building new ways of working and is comfortable adapting to changing priorities and senior direction. The successful candidate will play a key role in shaping not only the work of the team, but how the function develops over the longer term.

Working at the centre of the Criminal Justice System, the postholder will lead the development and stewardship of the CJS Vision and strategic outcomes framework and provide strategic advice to seniors and ministers on where intervention is required to keep the system focused on delivering its long-term objectives. The role will focus on developing a vision and its supporting strategies, ensuring it remains relevant and deliverable as political priorities, operational challenges and the wider criminal justice landscape evolve.

CJS Strategy & Insights is a small, integrated team of strategic generalists. All members of the team are expected to work flexibly across the portfolio, responding to emerging priorities and providing collective leadership for the function. Success will depend on close partnership with the CJS Strategic Insight and Cross Cutting Priorities Team Leader to ensure strategic direction, whole-system insight and strategic advice are brought together into a single, coherent offer for senior leaders.

Key Responsibilities

Lead the stewardship and evolution of the Criminal Justice System Vision, ensuring it reflects changing political priorities, operational realities and strategic ambition.

Lead the development and stewardship of the strategic outcome framework, including outcomes, metrics and milestones, ensuring that strategies pivot to address where progress is identified as being inadequate.

Provide trusted strategic advice to senior leaders on the long-term direction of the Criminal Justice System.

Promote shared ownership of the vision across the Criminal Justice System, building consensus around strategic priorities and outcomes.

Ensure major strategic decisions and cross-system initiatives remain aligned to the long-term vision.

Continually review whether the strategic direction remains appropriate and recommend changes where required.

Leadership & Team Management

Lead, motivate and develop a high-performing team, creating an inclusive and supportive culture.

Provide confident leadership through ambiguity, helping the team respond positively to changing priorities and evolving strategic direction.

Foster collaboration, continuous learning and innovation as the directorate continues to evolve.

Ensure resources are deployed effectively while maintaining flexibility to respond to emerging strategic priorities.
