SEO BOLD Analysts (3 posts)

Location: National*

(MoJ candidates who are on a specialist grade, will be able to retain this grade on lateral transfer)

Salary**: London: £47,657 – £52,040 plus potentially a £500 analyst allowance; National: £41,463 – £45,276 plus potentially a £1,500 analyst allowance.

We’re recruiting for up to 3 SEO BOLD Data Analysts here at Justice Digital, Data and Science to be part of our warm and collaborative Cross-Government Data Division within Justice Data.

This role aligns against SEO (working/practitioner) level, to either:

the Government Digital and Data (DDaT) Data Analyst Capability Framework, or

one of the relevant Analysis Function professional frameworks (GSS, GORS, GES, GSR).

The Cross-Government Division addresses complex justice challenges that cut across organisational boundaries. Working with partners across government, academia, and delivery systems, the division focuses on improving data access, building evidence and insight, and developing practical tools that support better decision-making, frontline delivery, and long-term system transformation.

The division administers the BOLD (Better Outcomes through Linked Data) Partnership which is a cross public sector partnership focussed on improving outcomes for society, particularly for vulnerable individuals and those with complex needs —such as those facing homelessness, poverty, health challenges, offending behaviour or substance misuse.

The division has three new priority areas it is focusing on: youth justice, health, and prevention working collaboratively with partners within the BOLD partnership. There is a strong culture of sharing best practice, developing cutting-edge capability, and celebrating achievements.

Health (up to 3 posts)

Mental Health Cohorts (1 Post)

This role involves bringing together and analysing national datasets with mental health and justice data. You will work closely with others within the team, across Justice Data and other government departments to identify use cases, assess the feasibility of future projects, explore innovative analytical solutions, and deliver analytical products. You will support the acquisition, linking and analysis of multiple data sources from across MOJ, DHSC/NHS England and other sources to understand the mental health needs of individuals in the criminal justice systems, the support and treatment they received, its effectiveness, and the health and justice outcomes that results. Work in year 1 is likely to focus on analysis of Welsh SAIL dataset and local level English datasets to understand mental health needs, diagnosis and prevenance among probation cohorts; mapping and assessing health and justice datasets on mental health; mapping mental health data in criminal justice system and working through data sharing processes to obtain access to DHSC/NHS datasets on mental health.

Health Operational Data (1 posts)

This role involves bringing together linked data and creating front line operational tools to maximise value of this linked data. You will work closely with others within the team, across Justice Data and other government departments to identify use cases, assess the feasibility of future projects, explore innovative analytical solutions, and deliver front line products. You will support the acquisition, linking and analysis of multiple data sources from across MOJ, DHSC/NHS England and other sources to understand the health needs of individuals in the criminal justice systems. You will work with linked data to develop tools allowing streamlined, ethical access to data for front line practitioners in justice and health including developing dashboards and other visualisation tools. The work in Year 1 will be focused on the development of a local level pilot to share health and probation data to improve health outcomes and reduce re-offending associated with health including developing working tools for frontline use of data for operational purposes. And the development of a dashboard for the monitoring of 28-day transfers between prison and NHS secured premises under the Mental Health Act 2025 using HMPPS and NHS England data.

Youth Justice (up to 1 Post)

Youth justice is an increasing area of focus, with growing recognition that acting earlier can help us to be more effective in preventing offending, reducing harm and improving outcomes for children, young people, families and communities. This role will support a developing youth justice work programme across three connected workstreams: data for ministerial and strategic decision making, data sharing for operational decision making, and preventative analytics.

You will work closely with colleagues across BOLD, Justice Data, policy, operational teams and wider government partners to develop and use high-quality linked data and analysis to inform decisions at different levels of the system. This may include producing timely evidence and insight for ministers and senior leaders, supporting data sharing approaches that help frontline and operational decision makers better understand children and young people’s needs, and investigating robust, ethical approaches to preventative analytics. You will help assess feasibility, understand data quality and limitations, develop analytical products such as modelling, dashboards, and visualisations, and ensure outputs are practical, ethical and focused on user needs.

Key Responsibilities:

Conduct data analysis on large government datasets - This includes identifying relevant data, assessing data quality, developing and applying analytical methods and reporting to ensuring outputs meets users’ needs, are high quality and delivered in a timely manner. Outputs may include analytical insight (e.g. statistical analysis, modelling) and/or data products (e.g. dashboards, tools for operational use).

Develop expertise in data held across government on criminal justice and your workstream. This includes understanding data sources, quality, availability, limitations and gaps, and applying this knowledge to inform analytical approaches and/or new operational tools identify opportunities for new uses of data across government and beyond.

Work collaboratively with stakeholders and colleagues across departments and professions and with external partners, such as operational, policy, analysts and data professionals to identify use cases and data requirements, to agree data shares, bring in new sources of data to enhance our analysis and working in partnership to meet common goals and maximise benefits of outputs.

Project management of proof-of-concept products and data linking projects including adapting to changing priorities, proactively addressing emerging issues and risks, and identifying solutions to ensure deliverables and stakeholder needs are met.

Person Specification

Essential

Data analysis and technical skills: Experience working with large, complex datasets, including quality assessment, manipulation and analysis to generate insights and visualisations for strategic, policy or operational use. Experience developing or delivering dashboards, tools or data products using multiple data sources. Experience using analytical tools and languages such as R or Python. Experience must include direct, hands‑on analytical delivery as oversight or management alone are unlikely to meet this criterion.

Delivery (Delivery at Pace): Experience managing analytical projects from scoping through to delivery, balancing competing priorities whilst maintaining quality and timelines.

Collaboration (Working Together): coordinating across stakeholders, builds effective cross‑team relationships and shares knowledge across organisational boundaries.

Salary Information**

London: £47,657 – £52,040 plus potentially a £500 analyst allowance; National: £41,463 – £45,276 plus potentially a £1,500 analyst allowance.

New entrants to the Civil Service joining the MoJ are expected to start at the minimum of the pay band.

Existing Civil Servants moving on a level transfer will retain their current base salary or move to the minimum of the pay band for the role, whichever is higher.

Existing Civil Servants who are promoted will either move to the bottom of the new grade’s pay band or receive a 10% uplift, whichever provides the greater increase.

Candidates may also be eligible for a non‑pensionable analyst of up to £500 per year (London) or £1,500 (National). This is a temporary allowance, reviewed annually and may be retained, amended, or withdrawn.

The final offer will reflect the skills and experience you demonstrate during the assessment process.

Stage 2 - Interviews:

If you pass the sift process, you'll be invited to a 60-minute interview. This will include a short technical exercise, followed by a panel interview with members of the hiring team.
