The Legal and Professional Services Manager is a vital, national role within the National Legal Operations Team, dedicated to advancing justice and delivering expert legal support across Magistrates’ Court jurisdictions. As Legal and Professional Services Manager, your central purpose is to enhance the professional infrastructure of authorised staff, provide specialist legal advice, and drive efficiency and effectiveness in courts and tribunals. The National Legal Operations Team is looking for a dynamic Legal and Professional Services Manager to be at the forefront of supporting justice delivery across the Magistrates’ Court jurisdictions. Reporting directly to the Legal and Professional Services Lead, this national role offers a unique opportunity to influence the legal landscape and contribute to positive transformation within HMCTS, MoJ, and other partner agencies.

What You Will Be Doing?

As Legal and Professional Services Manager, you will play a pivotal role in enhancing the professional infrastructure of authorised staff, providing expert legal advice, and driving efficiency and effectiveness in courts and tribunals. You’ll have the chance to shape strategic direction, support knowledge networks, and uphold the highest standards of procedural compliance and legal advice, ensuring excellence at every step.

  • Deliver expert legal subject matter expertise in Magistrates’ Courts jurisdictions, supporting key stakeholders including Legal & Professional Services Lead, Civil Family & Tribunals Head of Legal Operations, MoJ Policy, and other government departments.
  • Contribute to and support the drafting and introduction of legislation impacting Magistrates’ and Crown Courts.
  • Champion knowledge management and quality assurance, enabling Justices’ Legal Advisers and Court Officers to excel in their functions under s. 29 of the Courts Act 2003.
  • Support the implementation of transformative change initiatives aimed at improving the efficiency and effectiveness of legal and professional services.
  • Collaborate with national networks to foster best practice, continuous improvement, and professional development across court operations.

Knowledge, Skills and experience

To be eligible for this role, the postholder must meet the requirements of the Authorised Court Staff (Legal Advice Functions) (Qualification Regulations) 2020, and must:

Be either:

an authorised Tier 2 Criminal Legal Adviser, or

a qualified lawyer with a minimum of 5 years post qualification experience in the magistrates’ criminal jurisdiction or the first tier of the Family Court, with current and up to date knowledge of at least one jurisdiction.

Extensive up to date knowledge of law affecting Magistrates’ Courts and/ or the Family jurisdiction including legislation, rules, practice directions and case law

Extensive knowledge of Magistrates’ court and/or the Family Court operational processes, legal procedures and administrative functions.

Eye for detail including ability to read and interpret complex legislation with precision.

Ability to draft legal guidance accurately and succinctly in a manner to enable ease of understanding by legal and administrative staff.

Ability to plan ahead and create plans to manage multiple projects across varying timescales to ensure effective prioritisation to ensure business objectives are met

Ability to manage own time and workload independently

Have proven experience of contributing to the design and delivery of legal training programmes.

Demonstrate the ability to lead, coach and influence others, including in remote settings.

Be able to work collaboratively with a wide range of stakeholders at all levels and across different functions.

Have strong planning and organisational skills, with experience of delivering outcomes.

Be resilient and adaptable, able to manage competing priorities and respond constructively to challenge, risk and change.

Demonstrate a commitment to the use of technology (including AI).

This is a full time position. Standard full time working hours are 37 hours per week. HMCTS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs and are agreed prior to appointment.
