Performance and Insight Service Manager

Help Shape the Future of Housing in Sheffield

Sheffield City Council is one of the UK's largest social landlords, responsible for nearly 40,000 council homes and delivering services that make a real difference to the lives of tenants and residents across the city.

We are transforming our Housing Service to create a modern, high-performing, customer-focused landlord that is safe, compliant, evidence-led and accountable to residents. As part of this transformation, we have created a new specialist Strategy & Regulation function to strengthen strategic leadership, regulatory assurance, performance management and tenant influence across Housing.

We are now seeking a Performance and Insight Service Managerto lead our newly established Housing Performance and Insight Service.

About the Role

This is an exciting opportunity to lead a high-profile service at the heart of Sheffield's housing transformation journey.

Reporting to the Assistant Director of Strategy & Regulation, you will provide strategic leadership for Housing performance, data, insight and tenant engagement. You will ensure that high-quality information, evidence and resident feedback are used to support decision-making, drive service improvement, strengthen compliance and deliver better outcomes for tenants and residents.

You will lead the development and implementation of Housing's performance and data framework, ensuring robust governance, data quality and assurance arrangements are in place. Working closely with senior leaders, service managers and corporate colleagues, you will help create a culture where performance intelligence and tenant voice drive improvement and accountability across the organisation.

The role also provides strategic oversight of tenant engagement and involvement, ensuring resident feedback is embedded in service planning, performance management and improvement activity. This is fundamental to our ambition to strengthen co-regulation and meet the expectations of the Regulator of Social Housing.

You will lead a multidisciplinary team including performance, insight, data and tenant engagement professionals, helping to shape the future direction of Housing Services and supporting continuous improvement across one of the largest housing providers in the country.

What You'll Be Doing

Leading the Housing Performance and Insight Service and setting the strategic direction for performance, data, insight and tenant engagement across Housing.

Developing and embedding Housing's Performance and Data Framework.

Ensuring the delivery of accurate, timely and meaningful performance reporting and statutory returns.

Providing high-quality intelligence and insight to support strategic decision-making and service improvement.

Championing excellent data governance, quality assurance and information management practices.

Driving a culture of evidence-based decision-making and continuous improvement.

Overseeing the development of dashboards, reporting products and performance frameworks.

Ensuring tenant voice and resident feedback directly influence priorities, service design and improvement activity.

Supporting Housing's regulatory compliance, inspection readiness and assurance arrangements.

Building strong relationships across Housing, the Council and external partners to influence outcomes and drive improvement.

Who We're Looking For

We are looking for an inspirational leader who can demonstrate:

A successful track record of leading performance, insight, business intelligence or data functions within a complex organisation.

Experience developing and implementing performance frameworks, governance arrangements and reporting systems.

Strong understanding of how performance management, insight and evidence can improve services and organisational outcomes.

Experience working within regulatory environments.

Excellent analytical skills with the ability to interpret complex information and turn insight into action.

Strong leadership and people management skills with the ability to develop high-performing teams.

Outstanding communication and stakeholder management skills, with the ability to influence at all levels.

Experience of driving service improvement, organisational learning and evidence-based decision-making.

A commitment to improving outcomes for residents through performance excellence and meaningful tenant engagement.

Why Join Us?

This is a unique opportunity to help shape the future of Housing in Sheffield.

You will join a newly established leadership team responsible for strengthening Housing's approach to performance, assurance, regulation, tenant influence and continuous improvement. Your work will directly contribute to better services, stronger accountability, improved resident outcomes and the ongoing transformation of one of the country's largest local authority housing services.
