Job summary
We are seeking a highly motivated People Officer on a full time basis to support our Durham, Tees Valley & Forensic Care Group. We offer hybrid working which is a combination of working from home and at an agreed work base e.g. Flatts Lane.
The successful postholder, will be working under the direction of the People Partner to ensure the provision of excellent operational support across the full range of workforce issues. The high quality service will aim to facilitate high standards of patient care through sound employment practices via the people partner model and will be in line with the standards of professional practice and competence as determined by the Chartered Institute of Personnel and Development (CIPD).
In addition to this, the postholder will promote at all times a positive image of people with mental health conditions and learning disabilities, and, promote at all times a positive image of the People & Culture Department and the wider Trust.
You must have the Right to Work in the UK in order to be successfully appointed to this role. Please note, this role does not meet the required eligibility criteria for sponsorship under the Skilled Worker visa and therefore the Trust is unable to offer sponsorship for this particular role.
Main duties of the job
The successful postholder will be aware of future changes to employment legislation and be involved in analysing and advising on any appropriate course of action with regard to employment legislation changes.
You will act as a first point of contact within the Operational HR team to respond to queries relating to employment legislation and procedures.
You will provide advice to managers and staff on the application and interpretation of all Trust Employment Policies and terms and conditions of employment.
In addition to this, the postholder will respond to enquiries from managers and staff relating to a wide range of employment related issues requiring the consideration of a range of strands of information and the requirement to analyse data and consider all options.
You will attend second formal sickness hearings, grievances, capability, disciplinary hearings and other processes as required, in order to advise and guide the Determining Managers, in line with the appropriate legislation and Trust Policies.
You will be responsible for compiling/producing complicated correspondence relating to a range of HR issues, and providing advice to managers on content of letters following attendance at meetings.
You will initiate, produce and analyse regular and ad hoc workforce reports and presentations for formal meetings as required.

The postholder will provide a full and comprehensive Operational HR advisory service to management and staff within designated localities to facilitate the effective recruitment, retention, deployment and development of staff.
You will undertake sickness absence audits across designated localities, producing reports and recommendations to enable localities to develop action plans to effectively manage sickness absence, on an ongoing basis.
You will contribute to the Agenda for Change job evaluation process by acting as a member of the job evaluation panel evaluating. Be willing to undertake relevant training if required.
In the event we are unable to appoint a successful candidate to the Band 5 People Officer role, a developmental People Officer will be considered at Band 4. We would encourage those who do not meet the Band 5 criteria but do meet all of the Band 4 criteria to apply on this basis.
In a development role it would be expected that the post holder meets all elements of the band 4 essential criteria and will need time/support and training to consolidate and enhance skills and knowledge required to fully perform at the band 5 People Officer level. There is also an expectation that they will have completed the relevant qualification and completion a competency framework before progressing to the Band 5.
**PLEASE NOTE IF YOU ARE APPOINTED INTO THE BAND 4 DEVELOPMENT ROLE THIS WILL BE PAID AT BAND 4 - £28,392 - £31,157 per annum**
