Job summary

The ICB Primary Care Finance team is seeking a Senior Finance Manager to cover a 12 month period of maternity leave from August 26 - August 27 on a full time or flexible basis. This Finance Manager post plays a crucial role in managing the financial operations and statutory reporting for Primary Care within the Lancashire and South Cumbria Integrated Care Board (ICB). This position ensures effective budget planning, financial governance, and compliance with NHS policies to support high-quality healthcare services.The role involves collaboration with various stakeholders and leadership teams to deliver accurate financial reporting and support service redesign initiatives.

  • The position manages a37.5-hour workweek, reports to the Head of Primary Care - Financial Management, and oversees 2 Finance Officers.
  • Key responsibilities includestatutory reporting, budget preparation, financial planning, prescribing reporting and leadershipin Primary Care commissioning finance.
  • Essential qualifications include being CCAB qualified with at least 2 years NHS finance experience and skills in NHS finance regimes, communication, and financial analysis.

Main duties of the job

o Providing strong professional advice and support both within and across the ICB.

o Ensuring that the ICB commissions cost effective care for its population within the resources available so that value to patients and taxpayers is maximised.

o Responsible for statutory reporting requirements for Primary Care and Prescribing monitoring.

o Ensure that reported information is timely, represents an accurate view of performance, any financial risks understood by financial and non-financial managers.

o The post holder will act as the ICB Prescribing, LES, DES, Premises subject matter expert.

o Prepare the ICB Primary Care annual budget for key deliverables such as the prescribing, enhanced payments, cost pressures, procurement developments and WRP delivery plans.

o To set and communicate annual budgets with budget holders through the preparation of supporting schedules, presentations and approvals as appropriate.

o Provide financial input into primary care business cases for service redesign and cost saving initiatives.

o Monitor and update financial allocations for in year changes.

o Preparation of budget level reporting, commentaries, forecasts and associated supporting schedules.

o Deliver required working papers and month end reported information to the agreed timetable.

o Ensure detailed procedure notes are maintained and regularly reviewed for all areas within your control.

1. Delivery of the ICB Primary Care finance reporting.

2. Preparation of the detailed ICB Primary Care annual budgets in partnership with finance colleagues.

3. Finance lead for the Primary Care commissioning function areas

The post holder will have regular contact with a wide range of staff at all levels within the ICB, with senior and other representatives of local stakeholders, as well as with patients and their representatives. Some of the key direct relationships include:

The Lancashire and South Cumbria Integrated Care Board(ICB) was formally established as a new statutory body on 1 July 2022, replacing the eight clinical commissioning groups across Lancashire and South Cumbria.

The Finance Manager - Primary Care will be responsible for statutory reporting requirements for Primary Care, associated NHS England returns and will meet the Board level reporting requirements. The postholder will assist with developing systems to provide accurate and timely financial reporting.

They will act as finance lead for the Primary Care commissioning function providing sound financial and technical advice to both internal and external stakeholders and partners for contract management and service redesign. They will interpret complex changes in national policy relating to Primary Care and the financial implications for the ICB is a key component of the role.
