This is a rare opportunity to shape the future of workforce productivity, value and effectiveness within one of the largest organisations in Wales.

As Head of Workforce Productivity, Value & Effectiveness, you will play a key strategic leadership role in helping Cwm Taf Morgannwg University Health Board (CTMUHB) make the very best use of its workforce to deliver outstanding patient care. Leading a broad portfolio that includes workforce productivity, workforce analytics, workforce systems and temporary staffing, you will turn complex data into meaningful insight that drive better decisions and delivers measurable improvement.

Working alongside senior leadership teams, you will influence major workforce and organisational decisions, helping to create a sustainable, cost-efficient workforce model that delivers value for patients, staff and the wider NHS.

We are looking for an innovative and commercially aware leader with a strong track record in workforce productivity, transformation, analytics or optimisation. Someone who is naturally curious, able to challenge constructively, and confident using data and evidence to identify opportunities, solve complex problems and deliver lasting change.

This role will be instrumental in delivering the ambitions of the CTMUHB People Plan 2025-2030, helping to create a sustainable workforce that is high performing and equipped to meet the future needs of our population.

Main duties of the job

The post holder will lead programmes focused on workforce productivity, pay bill management, workforce efficiency, workforce systems and workforce analytics. Key to the role will be identifying opportunities to improve performance, reduce unwarranted variation and maximise workforce value. They will work closely with senior leaders across clinical, operational, workforce and finance teams to influence decision-making and drive sustainable change.

A key aspect of the role is creating a culture where evidence, innovation and continuous improvement inform how workforce services are designed and delivered. This includes supporting the development of workforce models, maximising technology as an enabler and strengthening organisational capability through meaningful intelligence.

Success in this role will come from the ability to build strong relationships, inspire teams, challenge traditional thinking and translate complex data into practical solutions that deliver real benefits.

Leading a portfolio of specialist teams, the successful candidate will champion a data-driven approach to workforce decision-making, transforming information into actionable insight that supports strategic planning, operational performance and organisational improvement.

The impact of this work will extend beyond workforce services, contributing to better outcomes for patients, improved experiences for staff and greater value across the wider NHS system.
