Job summary
We're looking for an enthusiastic and motivated individual to provide non-clinical operational leadership for our Out of Hours service based at Penrith Urgent Treatment Centre.
This is an exciting opportunity to provide operational leadership within a busy Out of Hours service. The role includes 15 flexible management hours per week, agreed with the Treatment Centre Operations Manager and worked across in-hours and Out of Hours periods as required.
As Deputy Locality Lead, you will provide operational leadership for the Penrith driver team, managing rotas, staffing, vehicle readiness, stock and local operational issues. Working closely with the Treatment Centre Operations Manager and wider leadership team, you will help ensure safe, effective service delivery and high standards of patient care.
We are looking for someone with experience of team leadership, rota management and workforce planning. You will have excellent organisational, communication and problem-solving skills, with the ability to prioritise competing demands and work independently. Adaptable and proactive, you will be committed to delivering high-quality patient care through effective operational leadership.
There is also the option for the successful candidate to undertake additional paid Out of Hours Driver shifts, should they wish to do so.
Part time, 15 hours per week

Main duties of the job
The post holder will be responsible for the coordination and management the driver team & responsibility for the CH vehicle. This role ensures the delivery of safe, effective and responsive support to clinical teams, with oversight of rota planning, operational stock, vehicle management and local facilities coordination.
They will lead the team in line with CH values and ensure consistent, high-quality service provision across both patient-facing and logistical support services.

Job description
The list of duties and responsibilities below represents the broad range of tasks which may be required to be undertaken either routinely or periodically. This list is not exhaustive and the role may include additional duties which are not listed here.
Operational Staff Management
- Lead, supervise and support the combined reception and driver teams.
- Conduct 1:1 supervision and appraisals in line with policy
- Ensure teams maintain compliance with mandatory training and other requirements of their role, supporting escalation processes for repeated non-compliance.
- Oversee recruitment, induction and probation processes for the teams.
- Support team development and implement CH policies and procedures.
- Manage sickness, annual leave and rota changes using Rota master.
- Manage staffing concerns related to sickness absence and employee relations in line with company policy, with support from the Treatment Centre Operations Manager and Workforce team.
- Attend regular supervision with the Treatment Centre Operations Manager to review performance, discuss priorities and support ongoing development.
Operations & Logistics
- Coordinate maintenance and equipment checks of CH vehicles.
- Manage drug orders & deliveries, prescription stock and equipment orders.
- Oversee cleanliness and maintenance of treatment rooms and CH office.
- Take responsibility for the overall stocking and upkeep of the vehicle, including reporting any incidents, completing investigations where required, and supporting safe and effective vehicle use.
- Escalate IT, telephony, estates, and equipment issues to relevant departments.
Governance & Safety
- Take an active role in site-based Health & Safety and CQC compliance, including supporting visits and inspections, attending post-mock CQC meetings and supporting the Treatment Centre Operations Manager in the completion and delivery of local action plans.
- Maintain logs of accidents, incidents and vehicle issues.
- Carry out monthly vehicle checks and contribute to the annual car audit.
- Manage the storage, handling, and documentation of prescriptions and controlled drugs in accordance with policy.
- Complete quarterly prescription audits.
- Promote consistent adherence to Health & Safety, Information Governance and Infection Prevention policies across the reception and driver teams.
Site Management
- Liaise with Cumbria Health and Trust estates and facilities teams, as well as local contractors, to support the smooth running of the site.
- Monitor site safety, including fridge temperature checks, PAT testing, and stock levels.
- Welcome visiting managers and support local events, meetings, and inspections.
General
- Attend operational leadership meetings and organisational events as required.
- Any other duties reasonably required in line with training and capabilities.
