Main duties of the job

As the Commissioning & Delivery Lead for Technology Enabled Care (TEC) & Digital Innovation, you will lead the development and delivery of innovative services that help residents remain independent, safe and connected within their communities. You will work across Adult Social Care, Digital Services and partner organisations to drive transformation, embed new technologies and improve outcomes for residents.

The role involves leading strategic commissioning programmes, overseeing service improvement initiatives and ensuring technology-enabled care is integrated into everyday practice. You will build strong relationships with operational teams, health partners, providers and suppliers to support the successful implementation of new models of care and digital solutions.

You will provide leadership on service performance, quality and continuous improvement, using data and insight to identify opportunities for innovation, efficiency and better outcomes. The post holder will also play a key role in shaping future service delivery, influencing organisational change and supporting the adoption of emerging technologies across Adult Social Care.

The post holder will lead the development and implementation of a Care Technology Strategy and multi-year roadmap, driving cultural and operational change across Adult Social Care to embed technology enabled care as a core part of service delivery.

The role involves close partnership working with operational teams, commissioners, digital services, the in-house telecare service, external providers and health partners to ensure high-quality, efficient and outcomes-focused services. Key responsibilities

Strategic Leadership and Commissioning

  • Lead the commissioning and strategic development of care technology services across Adult Social Care.
  • Develop, implement and regularly review the Council's Care Technology Strategy and associated delivery roadmap.
  • Act as the Council's lead commissioner for care technology, providing specialist advice on innovation, emerging technologies and opportunities to improve outcomes for residents.

Service Transformation and Cultural Change

  • Lead programmes of service transformation to embed technology enabled care within routine practice.
  • Work with operational managers and practitioners to redesign pathways and models of care.
  • Promote innovation, continuous improvement and the adoption of new technologies across services.
  • Support staff, partners and providers to develop confidence and capability in the use of care technology solutions.

Service Delivery and Performance

  • Work closely with the in-house telecare service to modernise and develop services.
  • Ensure care technology services are safe, effective, responsive and sustainable.
  • Monitor delivery against agreed objectives, quality standards and performance indicators.
  • Drive service improvements and ensure benefits realisation from commissioning and transformation activity.

Contract and Partnership Management

  • Lead contract management arrangements for care technology services and suppliers.
  • Maintain effective relationships with providers, health partners and key stakeholders.
  • Oversee quality assurance, risk management and performance monitoring arrangements.
  • Address service issues and performance concerns through appropriate governance routes.

Financial Management

  • Manage budgets associated with care technology services, ensuring effective financial control and value for money.
  • Identify opportunities for efficiencies, service improvements and cost avoidance.
  • Support the development of business cases and the identification of external funding opportunities.

General

  • Contribute to the achievement of organisational priorities and strategic objectives.
  • Maintain a strong focus on resident outcomes, equality, inclusion and continuous improvement.
  • Undertake any other duties commensurate with the level and responsibilities of the post.
