Job summary
The Public Health Programme Officer role includes work across the Public Health Team to deliver a portfolio of public health programmes, projects and commissioned services in a matrix working approach, reporting to the Public Health Programmes Service Lead and working closely with the Public Health Head of Contracts and Commissioning.
Main duties of the job
- Supporting the Public Health Programme Service Lead and Head of Contracts and Commissioning, to support the contract monitoring and management of public health programmes and commissioned services aimed at improving the health outcomes of our local population.
- Support the delivery of the Royal Borough of Windsor & Maidenhead Joint Health & Wellbeing Strategy 2026 - 2036.
- Collect and collate data and evidence from commissioned services, write high level reports and make service recommendations.
- Support the coordination of programmes and projects to improve health & wellbeing and reduce health inequalities for residents living in the Royal Borough of Windsor and Maidenhead.
Job description
The Public Health Programme Officer will support the Public Health Programmes Service Lead to deliver a portfolio of public health programmes and projects, commissioned services and contracts set within the strategic context of the public health service plan, encompassing the Joint Health and Wellbeing Strategy and Council Plan priorities. This will involve supporting the commissioning, procurement, mobilisation, performance and contract management of services, ensuring delivery against agreed specifications, outcomes, quality standards and value for money objectives. You will achieve success in these roles by forming close partnerships with both internal and external agencies across a variety of sectors.
Purpose including main duties and responsibilities:
As a public health programme officer, you will contribute to a broad range of commissioned services to improve the health and wellbeing of residents in the Royal Borough of Windsor and Maidenhead. You will support commissioning and contract management priorities, developing, implementing, co-ordinating, and monitoring services, working across a range of internal and external agencies to support delivery.
You will be a PH Practitioner, or may wish to be supported by the RBWM PH team to achieve registration.
The post is based within the Royal Borough of Windsor and Maidenhead Public Health Team but will require working in close collaboration with other council officers, as well as colleagues and stakeholders across East Berkshire, Thames Valley and the South East region.
Service delivery accountabilities:
1. To be accountable for the development, delivery and project management of delegated public health programmes, projects and commissioned services to improve the health outcomes for the local community.
2. Taking a public health approach to identify and analyse health needs, using intelligence from local communities and service users, research evidence and national and local databases to contribute to the Joint Strategic Needs Assessment.
3. Under supervision, ensure that your portfolio is driven by a detailed understanding of community needs, assets and local intelligence, working with colleagues and partners within and across local authorities as required.
4. In collaboration with others support the development of evidence-based strategies and action plans to meet local health needs.
5. Support the delivery of health and wellbeing objectives that relate to specific topic areas by contributing to the development of cross-council, inter-authority and multi-agency working.
6. Evaluate the impact of projects and ensure that any relevant learning is incorporated into future programme/project delivery. This will include work to support contract and performance management and benchmarking commissioned services against agreed specifications, standards and key targets.
7. Under supervision, commission/de-commission services to improve health outcomes supporting with health equity or equality impact assessments, creating cost benefit analysis, business cases and service specifications to agreed deadlines.
8. Ensure robust project and contract management systems are in place to support the effective delivery of programmes, projects and commissioned services, ensuring contractual obligations, objectives, outcomes and milestones are achieved. This will include developing, monitoring and reporting on key performance indicators, outcome measures and contract performance frameworks, proactively identifying risks, addressing underperformance, and working with providers and stakeholders to drive continuous improvement and service quality.
9. Contribute to research and development activities.
10. Help prepare regular reports and updates, for a variety of audiences including the Public Health Senior Management Team, the Health and Wellbeing Board, community meetings, politicians and clinicians from partner organisations.
11. Actively promote local, regional and national campaigns.
12. Interpret legislative information and be actively involved with the drafting, revision and updating of departmental service plans, policies, protocols and procedures as required.
13. Undertake professional development activities, including in-house training, conferences and workshops and other agreed activities.
14. Carry out any other duties that are within the remit of the roles responsibility that may be deemed necessary by management.
